
In Mexico City, electric bicycles and scooters will be regulated as they reach speeds exceeding 25 kilometers per hour, the limit for being considered non-motorized vehicles. The Head of Government, Clara Brugada, announced that users of these vehicles must comply with the general traffic regulations, equipping themselves like automobiles and internal combustion motorcycles.
According to the city leader, electric bicycles will be considered electric motorcycles and will not be allowed on bike lanes, sidewalks, or confined areas. Additionally, they must display a license plate, circulation card, wear a helmet, have lights on, and follow all applicable rules for internal combustion motorcycles. Harmonization in the regulation of the Mobility Law of Mexico City has also been established in several of its articles.
The Congress of Mexico City will implement more regulatory measures for electric bicycles and scooters. An initiative has been presented to legally recognize 'Micromobility' in the legal provisions governing mobility in the city. It is proposed to reform the Mobility Law to consider micromobility as the movement of people through a variety of light vehicles powered by electric motors.
Deputy Rebeca Peralta proposed that micromobility be part of the Mobility System of the City and that clear rules be established for its use, promoting mutual respect among pedestrians, cyclists, and public transport users. It is also proposed to regulate the use of non-motorized vehicles such as bicycles and scooters.
Regarding electric scooters and skateboards, they will be considered non-motorized vehicles and must comply with the established regulations. They will not be allowed on sidewalks, pedestrian areas, or exclusive public transport lanes, but they will be permitted on bike lanes, preferably in the right lane. Users must register with the Mexico City Mobility Secretariat for better control of vehicles in circulation.
Clara Brugada reported an increase in motorcycles in Mexico City, especially with the introduction of electric bicycles. There have been recorded decreases in traffic accidents in recent years, but a considerable number of fatalities and injuries have been reported due to traffic accidents, with motorcyclists being predominant in these statistics. The aim is to harmonize the mobility laws in the city to more effectively regulate the circulation of non-motorized and motorized vehicles.
